Covered California is recruiting for a deputy chief information officer (Career Executive Assignment) to lead the Information Technology Division’s Technology Solutions and Program Management Branch.

Covered California is the state department that connects residents with brand-name health insurance under the Patient Protection and Affordable Care Act.

The deputy CIO is responsible for updating and overseeing Covered California’s technology strategy, including leading change and the ongoing maintenance and operations for the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS) and providing policy advice to executive leadership and implementing IT policies throughout the organization.

“In addition, the deputy CIO manages Covered California’s portfolio of technology solutions, driving the system development life cycle, our data and analytics strategy, and supporting innovative business initiatives via the enterprise project management office,” the job posting says.

According to the job posting and duty statement, desirable qualifications for this position include:

Experience coaching and developing architects, technical product owners, business and data analysts, application developers, and agile project managers supporting mission-critical applications.Experience with developing complex IT strategic plans.Experience with all aspects of the system development life cycle (design, development, testing, organizational change management, and implementation).Experience developing and implementing policies for project management including policies for IT portfolios, IT planning, project control, project execution, and project closeout.
The position has a monthly salary range of $10,831 to $12,903, and the application deadline is April 16.
